Is super heavy power armour (soak 16) available to Gruntz (as per barracks) or only specialists as per 1.1?

Gruntz 1.1 Page 44: "Power Armor (PA) squads are gruntz units with a high armor (soak) of 15 or 16."
That said, the point values for armor 16 are missing from the Gruntz Squad Builder Chart, so it's hard to tell whether the above sentence should have been deleted or the chart needs to be updated.
