So I'm in the planning stage of whipping my various pieces of terrain into shape, and putting together a coherent set. Leaning towards a shabby offworld colony/space port. Few buildings, some equipment, etc.
My question is, about how many elements should I be shooting for here? At least a handful of buildings. Maybe a handful of scatter terrain (mining equipment, storage containers, basically things to hide behind and move around.) What else? I don't want to focus on too many, but I'd like to have a decent table to look at when I am done, and I really haven't done much 15mm before, so, opinions?

Depends on what environment you want to play your games in so options are limitless I would say.
I guess you already have a table and mat to play your games on.
I like to move my units around before they engage the enemy so I tend to divide my play areas up through use of relatively big hills with steep sides (hope that makes sense). These block Line of Sight, offer protection and units capable of flight or equipped with jump jets can cross while regular foot infantry, mechanical and hover tanks, etc. can't. I think this give some additional dimension to movement.
In addition I'm preparing approx. 50 trees that I'll group around the area in 5's or 10's. I thinks this gives some variety to a relatively flat area and offers soft protection while moving.

A good rule for terrain is that, on a 6X4 table, you should have about six terrain elements of about 1 foot square, or an equivilent number of smaller elements. I tend to use six elements even on a 4X4 as a minimum, but I then I also like to get lots of terrain on the board so I can justify building so much!
The type of terrain obvously depends on the kind of game and environment you want; for a shabby colony world, you don't need as many buildings. Get plenty of rough terrain features; jumbled rocks, mesas etc.
