My Vote was for the Commander & my group has been playing Company Size Engagements & Use full the Full TO&E for the factions. Most of our TO&Es Include at least 2 Command Models Some Include a Command Model for each Infantry Platoon. We have been playing with partially painted & other Models Mainly WW 2 & Vietnam figures which we used to Represent Various Sci-Fi Troops. I have finished enough Units to play at & a little above the Platoon Level with 4 of my forces other than needing some Vehicles for my Sybots. The commander is the best Infantry Model in the Game with Multiple Wounds able to fire Twice per action in addition to being able to give Units Extra Actions at the correct Time. He should be the best non-vehicle unit in the army. I would love it if there was an option to have a Armored Force with a Command Tank that could be used as the Force Commander.

Where are you getting the TO&E from? I am really interested in exploring some sort of army lists or limits on selections.

Where are you getting the TO&E from? I am really interested in exploring some sort of army lists or limits on selections. When we first started playing we were using Slightly Modified Historical TO&E. As e played Game each of the Factions TO&E has evolved gaining a Life of iys own. Not all of the TO&Es e use have the Same Advantages. My Unborn (Sybots from Astro Miniature) for Example Have 1 Battle Field Operations Director Even if they are used at the Company Level Which consist of 60 Unborn Death Knights in, 3 Platoons of 5 Squads Each (4 Models Each) 2 Heavy Maintenance/ Medical Drone In each Platoon. A 3 Medium Tank Tank Platoon in Support of the Company. The Commander & his Body Guard ! Commander & 8 Unborne Gruntz Specialist (Assault Spec) These Form the Command Platoon Consisting of 2 /* 4man Squads + the Commander. As They are a complete AI Force they are relentless in there Pursuit of the enemy. The Army Reuired Perks are Automated all troops Higher Mods for Combat Troop Squads & Combat Specialist, Maintenance/Medics Must Have Medic Skill that only Effects Cybots . Vehicles Have the appropriate Modz or each individual Vehicle. Additionally the Cybots May Never Allie with any other force as they are the Destroyers of worlds. This is an Extreme Example of a Very Alien TO&E but Shows One of the most 4xream TO&Es that I have Used. As with all My TO&Es One of the Largest Contributers to any TO&E is the Factions Background ( Their History, Political Structure, Over all Military Capability, Ect) & Finally on a More Practical Note the Type & Quantities of Miniatures that you Have Available to Use for this Force. When I Finish Up My Background Terran Colonial Empire I Will Try to Explain Their TO&E & the Factors that contribute to the Army TO&E. I Will be working on This over the Next few Weeks. Some of this has Already been Done if you will read theTopic: Background Terran Colonial Empire Going Old School.
