Taken from another post:
Green - 0 civilians with minimal or no fighting experience Trained - criminals, civilians who know how to use weapons Seasoned - Cops, Volounteers, Militia, Arkham Asylum guards, recruits Veteran - regular professional soldiers Expert - elite soldiers. Snipers, Spetsnaz, SpecOps Elite - super soldiers. Space Marines
I wonder if more self explanatory names for the categories could be found. I have notes like above written beside the terms in my rule book. On first reading a soldier first out of boot camp would seem to be "trained" but there seems universal consensus he is in fact veteran. I am sure some one can do better but at first try, Civilian, trained civilian, militia, regulars, expert, elite.

I would agree, troops out of basic would be trained.
Consider the trained Iraqi conscripts in the Gulf War vs the seasoned troops of the coalition forces(years of training and experience) and the veteran (operational combat experienced troops).
As for the special forces...
Another example would be the Falklands conflict.
