This is from my clubs forum: The stated text in description is: Weapon designed to stun or capturing enemies. Web thrower, stun blaster, scatter gun or freeze ray etc I think it's more a scenario based weapon than a general use weapon but any help guys / Robin

Yes it was intended to create an effect which would auto-suppress or knock-down without the need for a damage roll but I failed to play test it properly, so the rest of the text was removed and this bit stayed in. Also the condition "Knocked-Down" was removed early in the design process - it was in v.0.5/0.6 but got removed later on. The idea was to force the use of an action to stand up from down but suppression replaced it which invalidated the stun type weapons.
However I think locking movement down could be interesting, so a unit could still fire but can not use an action to move because they are "webbed".
Perhaps something to think about for a smaller scale skirmish approach.

What if a successful attack suppresses the unit with no casualties?

Yea I was thinking the same but unit may get a skill check to get out of the way. Going to have a play with this as I see web and stunner as two different systems as stunner would supress you but webber is a bit like what Robin describs above can't move but can still fire and may cost an action to get out so again like suppression.
