Page 12 of the rules says "If you don’t move a unit, you gain a +1 to any shoot rolls made during this activation. "
I also use the optional rule that you can move and shoot, or shoot and move.
I was playing a game recently and my opponent asked how to keep track of the +1 for not moving if you can shoot, then move.
I play Deadzone, a lot. The mentality there is that you have short actions, and long actions. You can do two short actions, or one long action. this is like Gruntz's action cost - 1 vs 2.
In Deadzone, there is an action called "Aim". This is how I think about Gruntz's +1 for not moving. I get 2 "short actions" - Aim, then shoot. Or, move then shoot and give up the +1.
Adding "Aim" as a 1 action cost action clarifies this rule a lot, in my opinion.
