If an army has a command vehicle, does that count as the army commander or must I still take a commander model?

Good question, I would count it as such (and have in my own games)... but I believe technically it wouldn't be.

I would say it doesn't.
Since a "Ground Support Vehicle" with Command Tek ist still a "Ground Support Vehicle" and does not become a Commander.
