In my mind, fighters and other airborne vehicles ought to be much harder to hit than they currently are, to reflect their constant movement and speed. Understandably, they should have higher Guard ratings, but realistically, a fighter at high speed getting damaged, let alone hit by infantry-based projectile weapons is awfully slim. Maybe fighters could get a rule granting them additional protection to shoot rolls, and creating new weapons specifically for AA could balance it out.
In Gruntz, you can shoot down a jet fighter with a tank shell, and that seems awfully silly.

Page 88 Ack Ack implies that just when you move you get a +2 Guard (and Ack Ack negates this) I can't be sure if this is correct but there guard is quite high any way.

Our group hasn't played much aircraft; mainly we see it as playing a role in larger games. We are just getting into those.
The guard bonus for flying (+2 I belive) and associated ack-ack mod have some coverage. If it doesn't feel right have you played some games and come up with any suggested modifiers?
I wouldn't fret much about the capability of projectiles considering what we already have in testing for stearable rounds. We've had barrel launched missiles and stearable artillery shells for decades. Something much better than these would be granola in the far future.

Are the Ack Ack rules the only place where the 2+ to moving flying units is mentioned?

I think that may be the only place. Certainly deserves a quick add (+2 Guard) in the Conditions table, under flying, on pg 21. Squinch
