One of the great strengths of Gruntz to me is that combat works so well with so few modifiers. So I am wary of over complication but see my thoughts below.
Vehicles get +2 guard if they take two move actions. Stationary vehicles firing get +1 to hit. I am starting to think there should be an additional +1 to hit against a stationary target vehicle. This would help to hit scout class vehicles which seem to have a very high guard in comparison to Gruntz. Surely even a very small stationary vehicle should be easier to hit that an infantry man?

That is a possible approach. The only worry is that I was trying to keep modifiers to be based on the shooter where possible, rather than the Battletech approach of factoring target movement. You also have to mark the model as having not moved to be fair to the shooter. It makes sense though, perhaps one for a house rule release to see how it works for other players.

I was convinced of this on Friday but after a game on Sat not so sure. Was worried scout vehicles were too hard to hit but does not seem to be the case. I might give the rule a try sometime and see how it feels.
