Of course the rules do say they use SA weapons, but not that they can have 2 of them, nor that they can't have additional SAs to add numbers or different weaponary.

Robin some where stated that they don't have SA but for the life of me I cant find it  and I also haven't got the time at the moment to go digging to find it for you, sorry I'm sure if Robin has the time he will clarify it  But there is no reason not to bend the rules to get the game you want |

I think for now it would probably be best to make a PA squad from a Specialist base. That way you can kit them all out with the different weapons and group them into a unit. Use the base size specialist "scout" rather than any of the heavier options.
