So, after watching Death Race 2 and 3 last night, I came up with:
Gruntz: Death Race!
The advanced vehicle rules are used. See page 38.
When the race starts no weapon systems may be used. Each time a vehicle runs over a weapon activation icon, the vehicle can then choose to activate one weapon system during their turns. Each player builds a WHEELED vehicle using the TANK builder for 30 points.
The players take turn placing 5 race markers at least 12” from each other, starting with the Start Marker and ending with the last marker 5” from the start marker. Each marker should be numbered.
There are two ways to win:
1. Drive within 2” of each marker, in sequence, and be the first racer to hit the finish line. If players agree they can increase the number of “laps” required.
2. Be the last surviving vehicle.
And that's it! What do you guys think?

A tad late in replying, I know but...
Sounds interesting.
I do like the idea of converting a few matchbox cars (could be a great idea for a group build ie. everyone spends a couple of bucks on a car and pimps it. Then we could all vote on whichever looks the coolest. Winner gets to sit through the third movie - twice!)
Rules could include some basic perks for the winner of each race. Nothing too flash as you don't want to give them that much of an edge, just add a bit of flavour.

I'd meant to post a reply to this a while back too. It sounds like a brilliant idea, especially for when a quick game is needed with little prep.
It would look great on the streets of my cityscape!

i love this idea, especially with the Gruntz rules for vehicle building. From your description, it sounds like the track is a straight one, but a person could always make it round or oval to fit on a table.
If a person wanted to use something similar to roads, you could go to World Works Games and they have this set of rosds that can be for hgihway, urban, normal or post apocalyptic. It is printable PDF. If you don't want to waste the black ink, I had recently created roads using 1/4" thick foam sheets cut into 4" wide strips for 15mm use. You could either attach the foamsheet to a stiffer backing or use as is. Then you can always paint the white or yellow strips on the foam road.
Of course, there is always black poster board, and once again attack a thicker backing to it to keep it flat or go as is.
